I think you will be interested to see No. 16 on this file, which is the Governor's reply to the doubts expressed in No. 11 about proceeding with the New Territories Reservoir Scheme. I agree that there is really no alternative but to proceed with that Scheme as funds become available, but we here havot to get a decision out of the Treasury on the question of financing, and I should propose to recirculate to Mr. Bourdillon or February 7th as he suggests.
